Teacher certification has been postponed. But why do colleagues recommend taking it now?

On December 11, Order No. 713 of the Ministry of Education of Russia was issued, according to which the validity of qualification categories, the validity of which expires from September 1, 2020 to October 1, 2021, is extended to teaching staff until December 31, 2021. Many teaching staff learned about this order only at the end of 2021. And they complained that it was in vain to undergo certification in December. They also asked whether it was possible to withdraw the submitted application, since the Ministry of Education was giving a respite.

A young specialist can apply for certification for the first category at any time . But he should work for at least a year to gain the necessary experience and materials for his portfolio.
The speech therapist teacher must submit an application to the certification commission . Some regions require supporting documents, for example, a diploma, an extract from the work book. You also need to obtain a reference letter from the educational organization, signed by the director.

In most regions, just as in ours, there is no Internet portal, portfolios are submitted in writing to the Department of Education of the city of Tambov. Even if the speech therapist received a low score from the expert, he has the right to come to the meeting of the certification commission and speak in his defense. In some regions, the speech therapist may be required to hold an open session or conduct a review of their office or work area .

WHAT SHOULD BE IN A Speech Pathologist's PORTFOLIO ? The content of the portfolio is determined by the criteria and indicators for assessing the results of the professional activity of a teacher during certification in order to establish the qualification category for the position of teacher-speech therapist , teacher-speech pathologist . These criteria are posted on the website of RCEOI 68. There are only 3 main criteria that a teacher must meet : Criterion 1. Stable positive results of students mastering educational programs based on the results of monitoring conducted by the organization (maximum number of points according to the criterion 4-33, number of additional points - 19); criteria education, broadcasting the experience of practical results of their professional activities to teaching teams, active participation in the work of methodological associations of teaching staff of the organization (maximum number of points according to the criterion is 4-33, number of additional points - 19). Total: maximum number of points for three criteria – 54, number of additional points – 24.

The content of the portfolio may differ in different regions, but approximately corresponds to the methodological recommendations of the Ministry of Education. According to these recommendations, the portfolio for the first category should have six sections : portrait, methodological work , methodological work and translation of teaching experience , results of participation in project activities and social and educational initiatives, results of extracurricular activities, results of students mastering educational programs based on the results of monitoring, work with parents and social partners. Sections on innovative and expert activities are added to the portfolio for the highest category

Portrait. Here the speech therapist must indicate his education and work . In this section you can indicate all the courses that the teacher over the past five years. If a teacher has not undergone additional education, the certification commission does not consider this a mistake, but if he has, this is a big plus. training courses and retraining programs for speech therapists.

Methodological work and transmission of teaching experience . In this section, the speech therapist should indicate the programs that he developed or authorized, and report participation in scientific conferences and round tables. Working in problem groups and organizing master classes are also taken into account . work is included in this section .

Results of participation in project activities. Here the speech therapist must indicate participation in any projects at any level. This could be a pedagogical project at the kindergarten level, for example, developing a reading competition . Or a social project at the district or city level, for example, reading clubs at district libraries.

Results of extracurricular activities. Here, the speech therapist can take into account the holding of competitions, clubs and clubs for pupils, the organization of exhibitions, themed weeks or extra-curricular one-time master classes for children.

Results of training and education. In this section you need to indicate the results of annual monitoring: they can be carried out by the speech therapist himself or by the administration of the kindergarten or school as a whole. Often, the results of monitoring the dynamics of correctional work and the results of monitoring the control system are recorded separately. Also in this section you need to indicate the results of children’s participation in competitions and conferences with speech therapy topics.

Results of work with parents . It is necessary to record all forms of interaction with parents - meetings, individual and group consultations, moderation of groups on social networks and instant messengers. You can also consider cooperation with libraries, additional education organizations, and children's clinics.

Innovation activities. In this section you need to talk about the use of ICT technologies, inclusive technologies, personalized training in the work of a speech therapist . For example, a speech therapist can use mobile applications to train certain speech skills.

Expert activity. Here you also need to take into account work on the jury , work on certification commissions , organizing committees of conferences and competitions.

Thus, every teacher-speech therapist of a preschool institution or school must comply with the above criteria and requirements and confirm their professional competence by passing certification in order to establish a qualification category .

What new certification rules are we talking about?

We have already raised this issue earlier. You can read it here >> . On September 1, 2021, a new model for certification of teaching staff will be launched, currently in testing mode. At least, this is what the Minister of Education of the Russian Federation promised in his interview with Rossiyskaya Gazeta (source here).

In particular, a professional development model will be applied to teachers, which will include the following positions:

  • teacher;
  • ​senior teacher (teacher-methodologist);
  • ​lead teacher (teacher-mentor).

To move from the position of teacher to the position of senior teacher, you will need to work for at least 5 years in the school, and for a mentor teacher - at least 10 years. A new certification format is also being introduced - for compliance with a professional standard.

The new certification model will be built on the basis of a competency-based approach, common for all teachers in the Russian Federation; with the help of the EFOM (unified federal assessment materials), it will be established that a teacher has the following competencies:

  • subject competencies;
  • methodological competencies;
  • psychological and pedagogical competencies;
  • communication competencies.

The tests are expected to include: testing knowledge in one’s subject, solving a pedagogical case, analyzing the teacher’s work in practice, analyzing the teacher’s individual achievements.

As we remember, in 2021, several volunteers have already been tested in their subjects to test the model. And the experiment failed . We hope we were able to draw the right conclusions and adjust the model. Because this time we can’t count on postponing the implementation. Today, in order to pass certification, a teacher collects a huge set of documents, and the procedure itself is very subjective. We plan to introduce unified federal assessment materials that will test the subject, methodological, psychological, pedagogical and communicative competencies of teachers.

We want to make this process simple and transparent for teachers. So that certification can be completed right at the workplace, in two clicks, without additional obstacles.

As part of the national project “Education”, in 2021 we will build a unified system of scientific and methodological support for the professional development of teachers. Schools, teacher training colleges, universities, advanced training institutes - everything must work in a single system. We are creating a Federal Register of educational programs of additional professional education for teachers. All work will be coordinated by the Federal Academy of the Ministry of Education.

How to get certified

Mandatory certification of education workers in 2021 will be carried out under the strict control of the certification commission. Until this year, the teacher himself wrote an application, which was considered by the head of the institution. Now the main responsibility will fall on the shoulders of the educational organization itself.

To do this, the teacher needs to prepare the following documents:

  1. Statement from the teacher with his personal signature.
  2. A copy of a diploma of higher pedagogical education or a retraining diploma in the taught profile.
  3. A copy of a document confirming the presence of previously assigned categories.
  4. A copy of the results of the previous certification, if this test is repeated.
  5. A copy of your marriage certificate, if your last name has recently been changed.
  6. Characteristics of a teaching worker, written by superiors, which clearly shows the level of professionalism of the teacher.
  7. An information card reflecting the results of a teacher’s professional activities for a specific period.

Starting in 2021, teachers will be subject to more stringent requirements, which means that not all those certified will be able to pass the test. Teachers will not be fired, as this is not the purpose of the certification. Teachers will be sent to various advanced training courses and master classes.

A modern school needs valuable personnel, so the level of knowledge will increase not through changing teaching staff, but through training existing teachers. The duration of the certification process lasts no longer than 60 days

The whole point of teacher certification

Certification of education workers is a form of testing teachers for compliance with the position held and the requirements for a modern teacher. During the test, the quality of performance of teaching functions and the professional level of the teacher are determined.

Recertification must be done every 5 years. After successful completion of the procedure, the teacher may be assigned a qualification category.

Please note that the application for certification can be either printed or handwritten. This document must provide information about the professional activities of the teacher. To write an application, the teacher must fill out the following information.

  1. Last name, first name, patronymic in the genitive case.
  2. Position indicating the subject, discipline and direction.
  3. Place of work, municipal area.
  4. Indication of the desired qualification category.
  5. Membership in a trade union organization.
  6. List of copies of available documents.
  7. Mobile, home and office phone, email.

Also in the application you can indicate your teaching experience, the university where the certified person studied, and mention awards and titles (if any).

Already this year it was said that now pedagogical certification will take place once every 4 years. Rosobrnadzor insists that teachers be inspected every 2-3 years according to the following criteria:

  • level of knowledge in the subject being taught;
  • psychological characteristics of the teacher;
  • testing skills in teaching.

But many teachers consider this type of verification incorrect, because their qualifications are confirmed by a higher education diploma received at a university.

Sooner or later, every teacher must go through the procedure of testing their ability to work in this field. But you should not treat certification as a punishment or an exam, which is what many teachers mistakenly do. Let this test be a source for every teacher to discover new knowledge, teaching abilities and improve their level of skill.
